Supreme Court changed order to close stray dogs in shelter home, sought answers from all states while increasing the scope of hearing
The Supreme Court will now hear a nationwide hearing on the case of stray dogs. The court has issued notice to all states and union territories. Along with this, the Supreme Court has changed the order to hold all stray dogs in Delhi-NCR and close it in shelter home. Now the court has said that the dogs should be left back to their area after sterilizing and waxing. Only those dogs should be kept closed or dangerous.
On August 11, a bench of Justice JB Pardiwala and Justice R. Mahadevan took a tough stance on dog bites and ordered all stray dogs to be closed in the shelter homes in Delhi, Noida, Ghaziabad, Gurugram and Faridabad. Against the rules, the animal lovers had put a case in front of the Chief Justice, describing it as impractical and cruel. After this, the matter was sent to a bench of 3 judges.
The bench of Justice Vikram Nath, Justice Sandeep Mehta and Justice NV Anjaria heard the case for a while and reserved the order. Now a week later, the order has come on 21 August. In this, some changes have been made in the order of the 2 judges who came on August 11.
The main things of the new order of the Supreme Court are:-
- After catching dogs in Delhi-NCR, they should have sterilization and vaccination. After this, they should be released from where they were brought.
- Rabies and dangerous dogs should be kept locked in dog shelter homes.
- Delhi Municipal Corporation (MCD) and other municipal corporations of NCR cities should create special dog feeding areas in every area. Those who want to give food to the dogs, they will have to go and give food there.
- A helpline number should be issued where there can be complaints of people who give food to dogs in road, street and other places instead of dog feeding area.
- If someone hinders the work of catching the stray dogs, then appropriate action should be taken on them according to the law.
- Animal lover person who has reached the Supreme Court should deposit 25-25 thousand rupees in the registry. The NGOs who have reached should deposit 2-2 lakh rupees. Only serious petitioners will be given the opportunity to hear. The amount deposited by these petitioners will be used in animal welfare only.
- If someone wants to adopt a dog, then he can apply to the Municipal Corporation.
Along with this, the Supreme Court has issued a notice to all the states and union territories in the case. The Supreme Court has also transferred cases related to pending stray dogs in different High Courts. The judges have said that they will discuss a national policy in this subject. The next hearing of the case will be after 8 weeks.
