Uproar, income tax and sports bill passed in Lok Sabha over SIR and ‘electoral rigging’

On Monday (August 11, 2025) on the issue of special intensive revision (SIR) of the voter list and the alleged electoral rigging, the deadlock remained a deadlock in the Lok Sabha on Monday (August 11, 2025) due to the uproar by the members of the opposition parties. However, the House approved four important bills including the Income Tax Bill.

Due to the uproar of the opposition, the proceedings of the House were adjourned till 11 am on Tuesday after two adjournment. Since the beginning of the monsoon session in the House, members of the opposition parties including the Congress have been raising slogans demanding a discussion on the issue of SIR in Bihar.

This bill passed in the House

Finance Minister Nirmala Sitharaman introduced the Income Tax (Number 2) Bill, 2025 and Taxation Law (Amendment) Bill, 2025 when the House’s proceedings started again at two o’clock after one time adjournment. Mines Minister Kishan Reddy introduced Khan and Mineral (Development and Regulation) Amendment Bill, 2025.

Subsequently, the National Sports Government Bill, 2025 and National Anti -Doping (Amendment) Bill, 2025 were passed by a sound vote amid slogans of members of opposition parties. Both these bills were introduced in the House on 23 July. These were discussed in the House on Monday and they were passed.

March from Parliament to Election Commission regarding SIR

In the absence of most of the members of the opposition in the House on Monday, discussion on the bills started peacefully. However, about 20 minutes later, the MPs of the opposition reached the House and started a ruckus. Significantly, MPs of several opposition parties including Congress took out a march from Parliament to the Election Commission on Monday to protest against SIR and they were stopped near PTI Building on Parliament Street and later detained. The members were later released from the Parliament Street police station.

Presiding Chairman Sandhya Rai adjourned the proceedings of the House till 4 pm at around three o’clock in the evening when the noise was not stopped in the House. When the Lok Sabha proceedings started again at 4 pm, the situation remained as it was and the opposition members reached near the seat shouting slogans.

Amid the uproar, the House sanctioned the Income Tax (Number 2) Bill, 2025 and Taxation Law (Amendment) Bill, 2025. The new Bill related to the Income Tax will be replaced by the Income Tax Act, 1961, the Taxation Law (Amendment) Bill aims to provide tax exemption to the shareholders of the Integrated Pension Scheme.

Earlier, as soon as the proceedings started at 11 am, Lok Sabha Speaker Om Birla started the Question Hour, while the opposition MPs came near the seat in a ruckus. Birla said to the protesting members, ‘You have to shout slogans, show placards and do it outside the Parliament complex. Parliament is to pass important discussion and bill.

House’s proceedings postponed due to noise

He said, ‘The people of the country are watching all this. Let the house go on, I will give all the members enough opportunities to speak on every subject. When the noise did not stop, he adjourned the proceedings till 2 pm at 11.14 am.

The government has made it clear that under the rules of functioning in the House and the works of the Election Commission, the subject related to the scope of the Election Commission cannot be discussed in the Lok Sabha. The opposition has emphasized that the government should discuss the widespread issue of rigging in the elections, because this subject has been discussed in Parliament earlier.
